According to Nigel Holmes at RA, 5995 kHz uses DRM 1200-1400 UT on 010 deg (to PNG) and 12080 is DRM 1100-1200 UT on 080 deg (into SW Pacific). Both from RIZ transmitters at Brandon. Nominal power is 8 kW; could be running at as little as 2-3 kW in DRM. BELARUSIAN ACTIVIST ARRESTED FOR ADVERTISING RFE/RL FREQUENCIES [illustrated] April 26, 2007 (RFE/RL) -- Police officers in the northern Belarusian city of Smarhon detained on April 24 an 18-year-old activist, Uladzimir Shulzhytski, who was advertising the frequencies of RFE/RL radio broadcasts. Shulzhytski faces trial on charges of using obscene language in public -- a common tactic of Belarusian authorities looking to prosecute political opponents of the ruling regime or people who are simply deemed officially objectionable. Shulzhytski produced, and inserted into mailboxes, homemade advertisements featuring the radio frequencies and times of RFE/RL's Belarusian-language broadcasts. Simple Trap Shulzhytski also included his phone number on his ads, asking potential listeners to get in touch with him if they have problems tuning in to the broadcasts. The telephone number, he told RFE/RL's Belarus Service, enabled police to lure him into a simple trap by pretending to need help with the broadcasts. "They phoned me as I was going out for work, and I made an appointment with a man for 6 p.m. He gave me an address," Shulzhytski said. "I went to that address, and there at the very door, my district police officer and some other policemen were waiting for me." At the police station the policemen drafted a protocol of detention, in which they charged Shulzhytski with swearing in public. He spent the night in custody and was asked to appear in court today. RFE/RL President Jeffrey Gedmin condemned Shulzhytski's detention and the charges leveled against him "This kind of development is deeply disturbing," Gedmin said. "I want to make very clear that Radio Free Europe/Radio Liberty supports the free citizens of Belarus and, in particular, the listeners of Radio Free Europe/Radio Liberty, who simply want to exercise the most basic of political rights and civil liberties. These people, these listeners, have our deepest respect, admiration and solidarity." During today's trial, Shulzhytski objected to the choice of presiding judge, Mikalay Shelyah. Shulzhytski accused Shelyah of issuing a number of politically motivated verdicts last year. The trial was then adjourned for an indefinite period until another judge can be appointed. Shulzhytski was told to expect a new summons when that judge is named. In Vancouver, CISL 650, CKST 1040 and CFUN 1410 dropped stereo some time ago, while CHMJ 730 and CKWX 1130 removed it when new transmitters were installed. CKBD 600 and the new CJRJ 1200 transmit in stereo, while CJVB 1470 is "synthesized". CKNW 980 and CHMB 1320 light the stereo pilot, but are monaural. In Victoria, CKMO 900 dropped stereo several years ago and CFAX 1070 stopped when a new transmitter was installed last fall. News about electoral crisis in Turkey, RFI ID in passing, but a full minute of open carrier at 1340:30 to 1341:30 when resumed with music, promos; 1344 time check for Kinshasa and other cities in Africa; 1357 rappish music, 1400 UT timecheck and news; by 1410 was playing FX, somewhat distorted techno-reggae music, some lyrix in English, and at 1419 mentioning Jamaica. 1430 another news break, 1450 still on at recheck, but gone at 1500. What is going on here? In HFCC we see that RFI planned to use this frequency via GUF only on certain Thursdays (Day 5), at 1200-1300 but this was Day 4 and up to two hours later! Specific dates listed are 19 April, 3 May, 7 June and 14 June. The first two show both 195 and 330 degrees at 500 kW each, while the June dates are 330 degrees only. What is this about? Some kind of testing, or some special occasions? In any event, axually heard not on the days or times specified (Glenn Hauser, OK, DX LISTENING DIGEST) Re last report of RFI on 15795: Glenn, the A07 Aoki list shows RFI listed for 15795, 11-12 with 500 kW at 330 degrees, only on April 9- May 4 and June 4-15. Of what importance are these broadcasts for, in relation to these dates? I also see other frequencies listed for one or both of the above transmission dates: 13640, 13675, 15365, and 17800; mostly from Issoudun but one of them from GUF (Joe Hanlon, NJ, DX LISTENING DIGEST) O yes, that`s also in HFCC on 15795, which specifies no such dates but the entire A-07 season and at 0800-1800, as N = digital, which I overlooked because it conflicts with the shorter broadcasts in D = non-digital I mentioned above. While I am not a very active SWL, I do consider it to be a real intrusion when any sort of intentional interference is heaped upon radio transmissions intended for the public. I might add that lumped into this same category (by me) are BPL systems that, if not controlled, will manage to wipe out virtually all SWL receive capability within several hundred meters of any power lines carrying the BPL signals. The seven Tibetan Buddhist monks went to Capitol Hill to give Congress a simple message: Restore all funding for Radio Free Asia's Tibetan broadcasts. Zurkhang Karma, the union representative for Radio Free Asia, said the subcommittee's leaders expressed support for putting $1.5 million back into the spending bill for Tibetan broadcasts but made no promises. The monks' plight reflects an ideological shift within the federal government's international broadcasting services. In recent years the Broadcasting Board of Governors, a bipartisan entity that oversees Radio Free Asia, the Voice of America and other foreign news outlets, has moved funds away from some of the older programs toward newer ones aimed at the Middle East, Korea, Somalia and Cuba. It has also invested more money in television programming, a move that BBG spokesman Larry Hart said reflected changes in the way people get news today. For example, radio broadcasts in Cantonese are going to be discontinued, Hart said, because more people own televisions in that part of China. The cut would save $680,000 out of a budget of $668 million. Reductions in some places are necessary to expand programs in regions targeted in the war on terror, Hart said. "These are information- deprived people, and they need accurate and objective news about what is happening in their country." The same, however, could be said of Tibet. The windswept region of Central Asia has been governed by China since 1950. The Dalai Lama, whom many consider to be Tibet's lawful ruler, lives in exile in India. The only way he can communicate with his people, Karma said, is through U.S. radio programs because the media within Tibet is censored. The Dalai Lama has enormous clout on Capitol Hill, signified by his receiving the Congressional Gold Medal in 2006 for contributions to peace and nonviolence. Karma said he was hopeful that bipartisan regard for the spiritual leader would make lawmakers restore the money necessary to keep the broadcast alive. And to make sure the plea has some secular star power, actor Richard Gere made a pitch in March to the House Committee on Foreign Affairs. "I've given my life to this organization, and to see it being nibbled away at and destroyed is very disillusioning," said the former deputy director of the VOA. The consortium of ex-directors is particularly concerned about sharp reductions to English-language broadcasts, which were proposed last year. The English-language service, which now broadcasts world news around the world, would be reduced to an African regional service. "If they broadcast in only one language, it should be English," said Sanford Ungar, VOA director from 1999 to 2000 who is now president of Goucher College in Towson, Md. By cutting the premier news service and investing in programs such as the pop music-heavy Arabic Radio Sawa, the board was eroding VOA's journalistic reputation. It turned out that this was included in the International Radio Report from CKUT, a Sunday morning show which normally has no SW outlet, with the unmistakable voices of Janice and Steve Karlock. After 0532 they went on to other matters, including Montreal weather at the time, which is slightly irrelevant now; over by 0545 so must have started around 0515. At 0546 WBCQ promo and sign-off, no Brother Scare. So was IRR on WBCQ just a fluke, put on by the operator on duty, or a new regular thing? It was NOT Bro Stair, as I had expected and the on-line WBCQ sked shows, but instead a mix of WBCQ parody jingles (sounded professionally made, but the contents were humorous twists on regular radio jingles) and a Canadian-produced radio program (that credited a local (Toronto?) FM station) discussing amateur radio and other radio-related topics. Unfortunately, that ended at 0545 UT, and was followed by a WBCQ ID and sign-off announcement (but the silent carrier stayed on). I didn't make any notes while my memory was fresh about the name of that relayed program and the local station they ID'd as their home, due to the late hour, so if anyone else can identify this, please post! I have no idea if this means that Bro Stair is back OFF late-night WBCQ again -- I had just seen a reference to his being fined a large amount due to his legal troubles and wondered if he had cancelled his radio programming, so I tuned over to 3185 kHz and there he was (WWRB), so maybe it was just a WBCQ exception. Dear Friends, QSL Card and Letter from Radio Nacional de Venezuela Two months ago I sent two printed reception reports to Radio Nacional de Venezuela for their frequencies 11670 kHz and 6060 kHz addressing to Mr. César Méndez M. whose address mentioned in WRTH. Today I received a very nice envelope from RNV plastered with 7 colourful Venezuelan stamps. Inside the envelope I find a QSL Card and Verification letter along with many used stamps of various countries. The QSL Card verifies my report on 6060 kHz and is very exotic and colourful with 12 sceneries from Venezuela printed on the front. On the reverse side a full data entry was made along with the official stamp of the station and signature of the official. Interestingly a full data Verification letter was also included confirming my reception of the frequency 11670 kHz (typed erroneously as 11679). The signer of the letter was Mr. C-Ali Méndez Martínez who says he was retired from RNV recently but engaged with checking of listener mails. He also gives his residential address as: Urb. Santa Paula, Calle Sagitario, entre Leo y Neptuno, Conjunto La Morita, Qta "la 8", El Cafetal, Caracas, Venezuela. A google or yahoo search for taarab will bring you plenty of results. The new station will be called News 24/7 - a misnomer, in that it is expected to carry very little news, and a great deal of government propaganda. Nothing there until 1653 check. Booming signal overriding VOR on 7310. I'd guess this UNID had come to frequency a bit before 1653. I got the "best" audio on about 7308. There is a carrier, but it's oscillating very rapidly and wide. This time the audio package was rather narrow, later it spread some 5 kHz both sides. At 1704 I believe the language was Arabic. At 1727 they played afro-pops for about 10 minutes. Later I guess the language was changed to French. Around 2020 I checked 6165, under Croatia there was a weak station with nonstop afro-pops not // 7308v. Possibilities on 6165 are Zambia or Chad. 5915 Zambia was also audible with different program. Considering the signal strength on 7308v I'd guess it's 50-100kW transmitter at least. On Friday May 4, the program is "Wavescan", the DX program that is produced by Adventist World Radio in the studios located on the island of Singapore and broadcast into Asia on shortwave from several relay sites, and also from shortwave station KSDA on the island of Guam.
